I wish to explain the approval process necessary for facilities such as the proposed concrete recycling plant and the Kiddie Academy Day Care Center being built on Tennent Road in Marlboro.
Any facility for recycling can be approved only by the Mon-mouth County Board of Free-holders. Any day care center, according to State of New Jersey statue (40:55D-66.6 to be specific), is a permitted use in all non-residential districts of a municipality.
Projects such as these may appear before the Planning Board for review and recommendation but do not require the formal approval of public authorities, including the Township Council. While we can praise, criticize or comment on these applications, we have no legal authority to effect a decision on them.
