Senate bills are
‘pro-development’
To the editor:
On February 10 and March 16, 2000, State Senator Robert W. Singer (R-30th District) introduced Senate Bills 940 and 1099.
Bill 940 is a blatant attempt by the powerful builder’s lobby to take the regulatory authority regarding mining and quarry activity away from every municipality in this state, and placing it in the hands of the New Jersey Department of Labor.
Shortly after this bill was introduced, the developer’s’ "best friend" in the Senate, Bob Singer came through again, with Senate Bill 1099.
This bill will modify the "time of decision" rule, which currently allows municipalities to change zoning regulations during the pendency of an application for development.
Under Singer’s bill, the rules would change, allowing developers to "beat the clock" to new zoning for open space protection.
This clearly is a pro-development piece of legislation which will adversely impact communities such as Allentown, Bordentown, Chesterfield, Howell, Jackson, New Hanover, North Hanover, Plumsted, Roosevelt, Upper Freehold and Washington that want to protect their remaining open spaces, forests and farmland with stronger zoning.
In our opinion, the senator’s actions speak for themselves and it’s time for him to retire along with his partners in the Assembly, Melvin Cottrell and Joseph R. Malone.
