Who was charged less for sewer service?

   I congratulate the municipal manager on finally trying to provide a fuller explanation of the impact of the change in the sewer billing system. I must admit, however, that I am still a bit incredulous about his statement that 60 percent of residential users are experiencing a decrease in their bills. I have yet to meet one person who has had that experience. Also, it would still be enlightening to know how the charges we are experiencing compared to those of other ELSA users.
