Police charged a North Hanover man with a series of drug-related charges after a routine traffic stop Sunday.
According to police, officers stopped 20-year-old Ryan Dugan for driving along Route 130/206 with an expired registration at 12:40 a.m. At the stop, police said, officers smelled burnt marijuana and noticed his eyes were bloodshot. A search of the car, according to the report, yielded 21 bags of marijuana hidden behind the driver’s side door panel, along with a cigar box containing an electric scale, numerous baggies, an additional small amount of marijuana, two baggies of suspected cocaine and $1,030 in cash.
Police seized Mr. Dugan’s property and charged him with the following: possession of marijuana; possession of a controlled dangerous substance (CDS); possession of a CDS in a motor vehicle; possession of a CDS with intent to distribute; possession of a CDS with intent to distribute within 1,000 feet of a school zone; possession of drug paraphernalia; driving an unregistered vehicle; and driving an uninsured vehicle.
He was taken to the Burlington County Jail in lieu of $7,500 bail.
A 911 call led to drug charges being leveled against a city man on Saturday, police announced Monday.
According to police, officers responded to an emergency call from an Elizabeth Street home, only to be told the call was made accidentally by the owner, 33-year-old Robert Cifelli. Officers at the scene, however, noticed that another man, 56-year-old Charles Madden, was sitting on the couch, bleeding from a small cut on his foot, as well as some spilled alcohol on the carpet, the report stated.
Police said the men denied having been in a fight and refused medical treatment, but officers found that both men were wanted on outstanding city contempt of court warrants. While taking the men into custody, police said, officers found crack cocaine inside a rolled-up $10 bill in Mr. Cifelli’s bedroom.
Mr. Madden was charged on the warrant and released after posting $250 bail. Mr. Cifelli was charged with possession of a CDS and taken to the Burlington County Jail in lieu of $2,000 bail.

A Trenton man was charged with driving while intoxicated after police officers found him swerving across Route 206 North near Maple Avenue at 1:07 a.m. on Sunday, police said.
When the officers pulled over Michael Hinton, 28, of Norway Avenue and approached the vehicle, they detected a strong odor of alcoholic beverages, police said. The officers conducted several tests outside the car to determine Mr. Hinton’s sobriety, but he could walk in a straight line, police said.
At the police station, Mr. Hinton refused to cooperate and submit to a Breathalyzer test, police said.
Mr. Hinton was issued a summons and then picked up by a friend, police said.
Police are looking for the person who broke into a Groveville Road home at 12:14 p.m. on Dec. 2, police said.
The 911 call to police headquarters came after the resident arrived home and found that her back door had been broken and glass was all over the floor, police said.
The resident could not determine if anything had been stolen from the house, police said. Interviews with surrounding neighbors did not produce any leads, police said.
Someone dumped about 25 tons of crushed rocks onto wetlands property near a construction site at Hedding and Axe Factory roads sometime between noon on Dec. 1 and 9 a.m. on Dec. 2, police said.
The owner of the property told police that it appeared that a dump truck had unloaded the rocks onto a grass area above the wetlands, causing between $40,000 and $50,000 in cleanup costs, police said.
Police said they determined that the rocks did not come from the same New Hope quarry where the property owner gets his material, making the incident appear to be a deliberate attempt to dump the rocks.
The detective bureau will now investigate this case, police said.
Police are still investigating the identity of the person who threw a rock through the rear window of a 1997 red Pontiac sometime between 9 p.m. on Nov. 29 and 9 a.m. on Nov. 30, according to reports.
The owner of the vehicle provided the names of two possible suspects, who are classmates of the person who operates the car, but the parents of both suspects assured the police that their children had been home during the time of the incident, police said.
Police charged a Freemansburg, Pa. man in connection with a shoplifting incident at the Pilot Truck Stop travel store on Route 206 on Nov. 25.
According to police, officers were sent to the store to check out a report of a shoplifter around 7:30 p.m. At the site, police said, officers watched video of a man, identified as 44-year-old Donald Niquette, stuff a portable heater under his sweatshirt and leave the store. Police were then led to the U-Haul truck where Mr. Niquette had gone and found the small heater that Mr. Niquette allegedly had carried out under his shirt.
Police charged Mr. Niquette with shoplifting and receiving stolen property and took him to the Burlington County Jail in lieu of $1,500 bail.
Police charged Die Jenkins, 49, of Bordentown, with driving while intoxicated and refusal to submit to a breath test at 1:07 a.m. Nov. 20.
According to police, officers came across Ms. Jenkins’ car sitting at the edge of the Route 295 exit ramp on Route 130 with a flat tire and hazard lights on. Police said officers smelled alcohol on Ms. Jenkins’ breath, as well as on the breath of her passenger.
After failing sobriety tests, Ms. Jenkins was charged and later released on her own recognizance, pending a court date.
Police charged Carmen Gonzalez, 22, of Ewing with possession of less than 50 grams of marijuana and possession of a weapon at a DWI traffic stop on Nov. 18.
According to police, officers conducting a drunken driving checkpoint on Route 206 near Farnsworth Avenue flagged down Ms. Gonzalez’s car around 12:19 a.m. At the stop, police said, Ms. Gonzalez claimed she could not find her identification but surrendered it when officers noticed her wallet in her back pocket. Officers learned Ms. Gonzalez was driving while suspended, police said, and that she was wanted on a $358 traffic court warrant issued by Trenton.
A search of the car uncovered a pair of metal knuckles, while a search of Ms. Gonzalez’s wallet yielded a small amount of marijuana and some rolling papers.
Ms. Gonzalez was charged and taken to the Burlington County Jail in lieu of $5,000 bail.
FLORENCE
Police charged a Columbus man with driving while intoxicated early Tuesday morning.
According to police, officers stopped 34-year-old Mark Matey for making a wide turn onto Florence-Columbus Road around 1:30 a.m. Police said that officers at the stop immediately smelled alcohol on Mr. Matey’s breath.
After failing sobriety tests, police said, Mr. Matey was charged with DWI, careless driving and driving without a license. He was released on his own recognizance, pending a court date.
A routine traffic stop led to the apprehension of a Burlington man just before 1 a.m. on Dec. 1.
According to police, officers stopped 27-year-old William Smith for driving with an expired registration along Fountain Avenue. Police said the officers discovered during the stop that Mr. Smith was wanted on a $262 Burlington Township contempt of court warrant.
Mr. Smith was charged with contempt and turned over to the Burlington Township Police Department.
