Hillsborough sets plan for payments

   The Hillsborough Township Committee approved a payment plan for its agreement to send $300,000 to Manville to help refurbish homes for low- and moderate-income families.
   The committee voted unanimously on a resolution adding a payment schedule to the regional contribution agreement between Hillsborough and Manville.
   "The payment schedule was missing previously and the purpose of this resolution is to add the schedule and fill in any blanks from 2002," Hillsborough Township Attorney Albert Cruz said.
   Mr. Cruz said that Hillsborough wishes to pay $100,000 upon approval of the amendment by Council on Affordable Housing (COAH) with the remaining $200,000 to be paid in two yearly installments after the first payment.
   The initial Aug. 27, 2002, amendment said that Hillsborough would transfer 12 units of its fair share housing obligation to Manville by giving Manville $300,000 to subsidize rehabilitation of housing in Manville.
   That initial agreement, however, did not have a payment schedule.
   Mayor Angelo Corradino said that the change is fine with Manville.
   "By the time the borough gets applications and reviews them, the money will come in and give us the continuity to continue rehabilitation," Mayor Corradino said.
