Freehold Twp. resident to lead state department

FREEHOLD TOWNSHIP — A township resident has been named by acting Gov. Richard J. Codey to head up the state Department of Community Affairs (DCA). On July 8, Codey announced the appointment of Charles A. Richman as acting commissioner of the DCA.

According to a press release from the governor’s office, Richman previously served as deputy commissioner of the DCA and has more than 30 years of experience in New Jersey state government. He will replace former DCA Commissioner Susan Bass Levin.

“Chuck brings a wealth of knowledge to his new post as DCA commissioner,” Codey said. “Through his hard work and dedication, he has made himself an indispensable asset to DCA. His vast experience, impressive credentials and in-depth understanding of government make him the best person for the job.”

Richman has worked at DCA for 19 years. He served as assistant commissioner from 1986 to 2005, before being promoted to deputy commissioner in March 2005.

“I am truly honored by the confidence Gov. Codey has placed in my abilities to serve as commissioner,” Richman said. “DCA is my home, and I will continue to work with this incredible team as we invest in our communities. Together, we are committed to fulfilling the governor’s mission to provide safe, clean and affordable housing, and make life better for people with special needs.”

During his tenure at DCA, Richman supervised the divisions of Housing, Codes and Standards, Fire Safety and the New Jersey Historic Trust. He also represented the DCA on various commissions and advisory groups, including the Housing Subcommittee of Codey’s Mental Health Task Force, the New Jersey Fire Safety Commission, the Council on Affordable Housing and the State Planning Commission.

Prior to joining DCA, Richman held senior positions in the Board of Public Utilities, the State Energy Office and the Department of Energy. His experience includes policy development in housing, energy and social service programs; evaluations of municipal operations; formulation of legislative strategies; preparation of department budgets and priorities; contract management; and supervision of operating divisions.

In addition to his work at DCA, Richman served on the board of the New Jersey Association of Environmental Commissions, the Northeast Solar Energy Center and the Community Association Institute.

Richman, 59, holds a bachelor’s degree in government and public administration from American University, Washington, D.C. He and his wife, Susan, are the parents of two grown children.
