Better solution than water line

I have read that plans are proceeding to spend $1 million to extend a water line from Route 1 to 20 residents in Deans Pond area. The residents will each be assessed $50,000 to pay the cost.
I have not seen any figures on how many of the residents are for the water line extension and how many are against paying $50,000 to have city water. I have read that at least one resident will experience great hardship if he must pay $50,000 or perhaps $5,000 every year for 10 years, or perhaps may have to move elsewhere.
I would have hoped for a democratic procedure to occur so that those residents affected might have been able to determine for themselves whether paying $50,000 was a wise thing to do.
I have not seen any discussion on how the so called low level alpha radiation in some wells but not all wells can be remediated. Here is a hint to consider. For about $300, those affected residents can purchase and install an ion-exchange filter to remove the heavy radioactive elements from their well water.
That would appear to be a better solution for those needing remediation. It certainly is less expensive than spending 167 times more money for a long water line, especially for those residents whose water does not need remediation.
In any case, the decision should be that of the residents and not a decision laid upon the residents by the Township Council. What has happened to the democratic process?
