Ordinance changes parking areas
The Township Committee unanimously approved the introduction of an ordinance Tuesday to amend the township’s code to change parking regulations at various throughout the township.
According to Mayor Frank DelCore, the changes have been recommended by the police department.
The ordinance states parking will not be permitted 100 feet north and south of Kilmer Drive on Willow Road on the east side; on Kilmer Drive from Willow Road to a point 100 feet east on both sides; on Beekman Lane from Amwell Road to a point 215 feet south on the west side; on Beekman Lane from Amwell Road to the north driveway of Woodfield Park on the east side; on Marshall Road from Amwell Road to the North driveway of Woodfield Road on the west side; on Marshall Road from Amwell Road to a point 75 feet south on the east side; on Rine Road from Amwell Road to a point 550 feet south on the east side; and the entire length of the west side of Rine Road.
In addition, the ordinance states parking will be allowed on the east side of Rine Road from a point 550 feet south of Amwell Road to Wallace Boulevard from 9 a.m. to 3 p.m. on school days.
Public hearing for the ordinance will be held Feb. 10.
Maser to inspect
stormwater drainage
The Township Committee unanimously approved a resolution to authorize Maser Consulting to provide annual stormwater outfall inspections as mandated by the state.
The contract is for an amount not to exceed $16,000.
”This is clearly a state mandate for which the taxpayers unfortunately must pay,” Mayor Frank DelCore said.
Premiere Media
contract extended
After Committeeman Anthony Ferrera asked if the tape would stop if they declined to approved a contract, the Township Committee unanimously approved a resolution to allow Premiere Media LLC to videotape committee meetings through 2009, and the meeting continued without delay.
The contract requires the township to pay $250 per meeting.
According to the resolution, the township will also pay an additional $50 whenever a meeting continues past 11 p.m.
County recycling
agreement OK’d
The Township Committee unanimously approved a resolution to enter into a 2009 Municipal Recycling Agreement with the county for the entire year.
The agreement requires each resident to pay $23.85 in exchange for the county providing services for collection of certain recyclable items.
According to Mayor Frank DelCore, this price is unchanged from the township’s 2008 agreement.
Notice fees
set for year
The Township Committee unanimously approved a resolution Jan. 6 to authorize a charge of $10 annually for those requesting an individual notice about meetings be mailed to a residence.
The state’s open public meetings act allows the governing body to provide these notices to the media free of charge.

interest rate, charges
The Township Committee unanimously approved a resolution to set the interest rate on delinquent taxes for the coming year.
According to the resolution, the rate will be 8 percent for the first $1,500, and 18 percent on any amount in excess of that. In addition, a penalty will be charged to any taxpayer with a delinquency of $10,000 who fails to pay prior to the end of the calendar year.
This penalty will not exceed 6 percent of the delinquency.
Appointments
The Township Committee approved several professional appointments and salaries for the upcoming year.
According to the resolution, Albert Cruz of DiFrancesco, Bateman, Coley, Yospin, Kunzman, Davis and Lehrer, in Warren has been hired as the township attorney at a rate of $135 per hour.
Eric Bernstein, of Eric. M. Bernstein and Associates L.L.C., Warren, has been hired as labor attorney at $135 per hour.
Contracts for engineering inspection services were awarded to Maser Consulting, at $60 to $75 per hour; DeMuro Associates, at $62 per hour; John Cilo, Jr. Associates Inc., at $65 per hour; Carroll Engineering, at $63 to $82 per hour; Edwards Engineering Group, Inc., at $70 per hour; Promatech, Inc., at $75 to $85 per hour; and Kupper, LLC, at $75 to $100 per hour. These services will be paid for on a case by case basis.
For special counsel on affordable housing matters, the township authorized a contract with Gluck Walrath LLP, of Trenton, at a rate of $175 per hour.
Suplee, Clooney & Company, of Westfield, was authorized as the municipal auditor, at a cost of $74,050.
For technology based communication consultant, the committee authorized a contract with Novita Issue Communications, of East Brunswick, in the amount of $150 per hour.
Bond counsel
bids rejected
The Township Committee unanimously approved a resolution to reject previously received proposals for the position of bond counsel because the rates were too high.
The resolution authorizes Township Clerk Kevin Davis to re-solicit for proposals.
”We will re-solicit with a cap to hopefully bring the rates down,” Mayor Frank DelCore said.
CFO to handle
health risks
The Township Committee unanimously approved a resolution to reject proposals submitted for the position of risk manager-heath benefits, instead allowing the chief financial officer to provide the services in house.
”The chief financial officer has said the staff can provide these services at a cost savings to the township,” Mayor Frank DelCore said.
