UPPER FREEHOLD: Four vie for 3 spots on school board

   UPPER FREEHOLD — Four candidates are seeking three open seats for three-year terms on the Board of Education.
   Edward Werner, of Allentown, is running for the Allentown seat held by William Borkowski, the current board vice president, who is not seeking re-election.
   Incumbents Lisa Herzer, of Allentown, and Howard Krieger, of Cream Ridge, are running to be re-elected to their Upper Freehold seats and are being challenged by Steven Gagliardi of Allentown.
   Mr. Gagliardi, the only candidate to respond to calls for comment, said he moved to Allentown from Vacaville, Calif., in late 2005. He said he runs the northeast region for Bio-Rad Laboratories Inc., a life sciences company based in Hercules, Calif.
   He said his particular skill set has prepared him to help the district develop realistic budgets to respond to staffing requirements, technical needs, facilities management and logistical issues.
   Mr. Gagliardi said he has two children, a sixth-grader and a ninth-grader, enrolled in the district.
