FREEHOLD TOWNSHIP — At its meeting on July 14, the Township Committee rejected bids that had been submitted for two Freehold Township contracts.
On the first contract, township officials sought bids for the furnishing and delivery of police department uniforms.
Bids were received from four companies: Lawmen Supply Co. of NJ Inc., American Uniform and Supply, Intapol Industries Inc. and Red the Uniform Tailor Inc. The bids covered three years: 2009-10, 2010-11 and 2011-12.
According to information provided by municipal officials, during the bid review process, errors and omissions in the proposals from all four bidders were “deemed fatal” in accordance with state law.
A memorandum from Mary Tufano in the Purchasing Department to Police Chief Ernest Schriefer detailed the missing information from each bid. Each bidder had multiple shortcomings with its bid, according to the memorandum.
The memorandum states that pursuant to a conversation with the township attorney, all four bidders were deemed unresponsive to township requirements as indicated in the bid specifications.
The Township Committee rejected the bids for the furnishing and delivery of police department uniforms and authorized the immediate rebidding of the project.
On the second contract, township officials sought bids for sports official services for Freehold Township’s parks and recreation programs.
Bids were received from two entities: Jersey Shore ISA Umpires Association, with a bid of $37,072, and Refs on the Run, with a bid of $42,132.
According to information provided by municipal officials, during the bid review process, errors and omissions in the proposals from both bidders were “deemed fatal” in accordance with state law.
A memorandum from Tufano to Superintendent of Parks and Recreation Sue Mc- Gough detailed the missing information from each bid. In each case, proof of a nationally certified association and/or state certified association to provide services was not provided, according to the memorandum.
