EAST WINDSOR: New road improvements emerge

The council also discusses updating township map

   EAST WINDSOR — Road improvements are set to continue, as more projects were approved by the Township Council Tuesday night.
   They adopted separate resolutions for professional engineering services awarded to T&M for two reconstruction and resurfacing projects. One is on Hankins Road between Woodland Drive and the New Jersey Department of Transportation row at Route 130.
   The other project is for Feldsher Road between Etra Road and the East Windsor and Millstone Township border.
   The contract for the Hankins Road project had four engineering proposals and was awarded to the lowest priced proposal.
   T&M Association will be awarded on Oct.2 for $15,900 and the funds are available in the Capital Fund Account under Annual Road Program. The other contract for Feldsher Road had six engineering proposals and was awarded to the lowest priced proposal, which was also T&M Associates. $21,910 will be awarded to the company within two months.
   ”That’s why you have to get proposals at the end of the day you don’t know what it costs,” said Mayor Janice Mironov to the council.
   Hankins Road is divided into two townships. Half of Hankins is on East Windsor and the other half is on Robbinsville.]
   East Windsor will have repairs on the road for milling and paving on the drainage, installation of handicap ramps, curbs and driveway aprons.
   They plan to start construction in the fall and the project to be complete prior to Nov. 15.
   For the Feldsher Road construction should start within 10 days of the execution of the contract. They plan to have it done within three months.
   ”Present road conditions are very poor and the road is bordered on one side by a drainage ditch,” according to the proposal. The road has no curbing on either side and no drainage structure.
   The township would like to have a resurfacing of the road, guardrail for the narrow portions of the road and erosion control where needed along drainage of the ditch.
   In other news, the Township of East Windsor will receive two grants. One of the grants is $22,078 from the East Windsor Municipal Alliance for the Prevention of Substance Abuse.
   The other grant from the New Jersey Division of Highway Traffic Safety-Over the Limit Under Arrest 2011 Mobilization Grant for $4,400.
   Council also discussed updating the official map of East Windsor.
   The Atlantic Communications Group designed the current map back in 2003. The township would likely use the company again as the issue is slated to come up again soon.
   Mayor Mironov showed the council a copy of the map used today by officials and the community members.
   ”There should be bicycle pathways marked out on the map (you can) plot out a whole day of bicycling,” said Deputy Mayor Marc Lippman.
   In other news, the council discussed implementing a bicycle helmet safety program.
   The township plans to implement the program by late September “after everyone goes back to school and gets settled in,” Mayor Mironov explained.
   ”This is a great program that raises awareness,” said Councilman Alan Rosenberg.
   ”Kids actually sit down and watch the video,” said Deputy Mayor Lippman. He added, “They just don’t get a helmet and leave.”
