   Improvements to South Greenwood and Columbia avenues are expected to be done early next spring now that the Hopewell Borough Council has introduced a $270,000 bond ordinance that will pay for the work.
   The measure, introduced Nov. 7, is expected to be adopted at the council’s December meeting.
   A $227,000 grant from the state Department of Transportation (DOT) will reimburse the borough for all but $43,000 of the cost of the road work. Each year, the DOT awards such grants to municipalities around the state.
   Borough Administrator/Clerk Michele Hovan said that after talks between the borough, the DOT and Mercer County, a rail on the east side of the Greenwood Avenue bridge is expected to be removed. This will improve sight distances for motorists turning onto South Greenwood Avenue from Front Street, she said.
   Also at the Nov. 7 meeting, Ms. Hovan said, the Borough Council renewed, for three years, agreements with Montgomery Township under which the township will continue to provide health and animal control services to the borough.
   ”The borough is pleased to continue this arrangement with Montgomery, which is working out well,” Ms. Hovan said.
   Two percent annual increases in what the borough pays Montgomery for these services were approved by the council, she said.
   The borough will pay Montgomery $29,480 for health services in 2014, $30,060 in 2015 and $30,660 in 2016.
   The borough will pay Montgomery $8,360 for animal control services in 2014, $8,525 in 2015 and $8,695 in 2016.
