A n 18-year-old man was charged with several offenses after he allegedly went on what Allentown police described as a public tirade.
According to a complaint provided by the Monmouth County Prosecutor’s Office, David Osrowitz of Florence Township, Burlington County, began cursing, motioning erratically and screaming in the parking lot of La Piazza Ristorante, Church Street, on Oct. 31.
Officials said the commotion created by Osrowitz drew a crowd of bystanders to the area, including parents and their children who were trick-or-treating on Halloween.
Allentown patrolmen Anthony Rando and Nicholas Dell’Acqua arrived on the scene at about 2:30 p.m. after residents reported the sustained outburst.
Rando and Dell’Acqua attempted to take Osrowitz into custody. However, Osrowitz became combative with the officers by refusing to place his hands behind his back, attempting to grab Rando’s hands and turning in an aggressive manner toward the officers, police said.
Police eventually subdued Osrowitz through the use of what was described as a compliance hold, authorities said.
The officers found Osrowitz to be in possession of 10 decks, or approximately 1 gram, of a substance believed to be heroin, according to police.
Osrowitz was charged with resisting arrest, violent behavior, possession of a controlled dangerous substance and possession of a controlled dangerous substance with the intent to manufacture, distribute or dispense.
He was placed in the Monmouth County jail, Freehold Township. Bail for Osrowitz was set at a total of $30,000 with no 10 percent option: $2,000 for the resisting arrest and violent behavior charges, and $28,000 for the drug charges.
