West Windsor police Lt. Robert Garofalo has been chosen to become the West Windsor Township Police Department’s fourth chief of police effective July 1, following the retirement of Chief of Police Joseph M. Pica, Jr., according to Mayor Shing-Fu Hsueh., Chief Pica, who was named chief of police in October 2001, is stepping down after a 43-year career in law enforcement. He is the third chief of police in the 49-year history of the West Windsor Township Police Department, having succeeded former Chief of Police Frank Cox., Lt. Garofalo, the soon-to-be chief of police, is a 28-year veteran of the West Windsor Township Police Department. He has served in the Patrol Division, the Detective Bureau and Administration since becoming a police officer., The West Windsor Township resident was appointed administrative sergeant in 1999, and was promoted to investigative lieutenant in 2008. He is now the administrative lieutenant., Mayor Hsueh praised Lt. Garofalo, noting that he will be a “great fit” for the community., “Our longstanding tradition of organizational structure will continue seamlessly under the new leadership of Robert Garofalo,” Mayor Hsueh said.
