FREEHOLD – The Borough Council has adopted an ordinance that will allow parking by permit only in designated residential areas near Freehold Raceway, the Monmouth County Courthouse and Freehold High School during established hours and days.
On Sept. 17, Freehold Borough’s governing body amended the permit parking section of the traffic ordinance to add residential areas near Freehold Raceway, Park Avenue; the Monmouth County Courthouse, Monument Street; and the Freehold High School, Robertsville Road. The streets that were added were inadvertently omitted from previous versions of the ordinance.
According to the ordinance, residents in these areas are unable to park in front of or near their homes due to excessive use of their streets.
Traffic studies conducted by the Freehold Borough Police Department disclosed that the designated streets are filled with parked cars associated with the high school, the courthouse and the racetrack, creating a hardship for the residents of those streets.
The council adopted ordinances restricting parking to permit parking during certain hours and have now added streets that were inadvertently omitted. An individual found guilty of a permit parking violation will be subject to a $35 fine for each violation.
Near Freehold Raceway, permit parking will be in effect on both sides and for various lengths of Ann Street, Broad Street, Enright Avenue, Frances Drive, Phyllis Road, West George Street and Yard Avenue every day from 8 a.m. to 5 p.m.
Near the Monmouth County Courthouse, permit parking will be in effect Monday through Friday from 8 a.m. to 5 p.m. Both sides of Crestwood Drive between Monument and Morris streets, both sides of Edgewood Drive between Monument and Morris streets, both sides of Haley Street between Court Street and Avenue A, the west side of Court Street between Haley Street and Avenue C, and the west side of Monument Street from Quinn Boulevard to the second entrance of the courthouse parking lot are designated as the areas for permit parking.
Near Freehold High School, the streets designated as permit parking are portions of Robertsville Road, the entire length of Douglas Road, and Runyon Avenue from the intersection of Douglas Road to the intersection of Mead Avenue. On Robertsville Road, the permit parking is effective on the north side Monday through Friday from 8 a.m. to 5 p.m., and on Douglas Road and Runyon Avenue, the permit parking is effective on both sides Monday through Friday from 7 a.m. to 9 p.m.
Under the ordinance, vehicles are prohibited from parking on the identified streets during the designated hours unless the vehicle is owned or operated on a regular basis by a resident of that street; the vehicle has a current residential parking permit issued by the borough; and/or the vehicle falls under an exception to the parking ban. Parking permits will be available for visitors.
Contractor, service and delivery vehicles rendering service to a residence within the permit parking area, and emergency vehicles and public service, telephone and other public utility vehicles rendering service or repairs within the area may also park without a permit during the time such services are being rendered, according to the ordinance.
