MILLSTONE – The Township Committee has awarded a $106,898 contract to Groff Tractor, Manalapan, for the acquisition of a loader backhoe and related accessories.
Committee members took the action on Sept. 19. Groff Tractor will supply a 2018 CASE 580 Super N, 4WD loader backhoe and accessories. The local company was the only contractor to submit a bid for the loader backhoe, according to the resolution.
According to CASE Construction, the manufacturer of the tractor, the CASE 580 Super N, 4WD loader backhoe has a lifting capacity of nearly 4,000 pounds.
In other business, committee members awarded a $73,878 contract to Beyer Fleet for two 2018 Ford F-250XL regular cab, four-wheel-drive pickup trucks with an 8-foot bed, or two equivalent three-quarter ton Class II pickup trucks.
Beyer Fleet submitted a bid of $36,939 per vehicle and was awarded the contract as the second lowest bidder and the lowest responsive bidder.
Larson Ford submitted the lowest bid with a cost of $36,072 per vehicle and a $72,144 total, but there were uncurable defects in the company’s bid documents, according to the resolution.
Winner Ford submitted a total bid of $75,800, at $37,900 for each vehicle, according to the resolution.
And, committee members awarded a $39,532 contract to Beyer Fleet for one 2018 Ford 2-250 XL super cab, four-wheel-drive pickup drive with a 6.75-foot bed or an equivalent one-ton Class II pickup truck.
According to a resolution, Beyer Fleet was the lowest responsive bidder. Larson Ford submitted a bid of $41,387 and Winner Ford submitted a bid of $41,500 for the pickup truck.
In other business, committee members appointed Robert D’Amico as Millstone Township’s building inspector. He was previously appointed to a 30-day term. The building inspector’s position has an annual salary of $24,145, according to a resolution.
Because D’Amico has received a building sub-code license from the New Jersey Department of Community Affairs, the committee appointed him as the building sub-code official for a term that began on Sept. 19 and will expire on Dec. 31.
Prior to D’Amico receiving his building sub-code license, Millstone had been using a shared services agreement with Freehold Township for building sub-code official review. D’Amico will be paid $3,855 in that position for 2018, according to the resolution.
Finally, the committee adopted an ordinance modifying the township’s length of service awards program (LOSAP) for volunteer members of the Millstone Township First Aid Squad.
LOSAP is a pension-like program some organizations offer as a way to recruit and retain volunteers.
The ordinance will replace a point system for eligible first aid squad personnel with a specification of the monetary benefits the members receive through LOSAP. The ordinance establishes $600 as the base entitlement for eligible members and a current maximum entitlement of $1,648. The maximum entitlement will increase each calendar year to reflect the maximum benefits deemed awardable by the state.
The ordinance also modifies the eligibility for LOSAP to adult members of the squad at the time the program went into effect in 1997 and current adult members who maintain active status for a minimum of six months each year, are either a squad board member or a squad member with an EMT certification, and have successfully completed at least two service projects in the preceding calendar year, with the projects being recognized as an eligible service project and their completion verified.
Deputy Mayor Nancy Grbelja and committee members Michael Kuczinski, Fiore Masci and Al Ferro voted in favor of the action taken at the meeting. Mayor Gary Dorfman was absent.
