Joann Downey and Eric Houghtaling, the 11th District representatives to the New Jersey Assembly, have long argued for efficiencies via pooling resources to drive down property taxes.
Consistent with their position, Assemblywoman Downey and Assemblyman Houghtaling introduced A-1100/S-1586, a bill that adds Monmouth and Atlantic counties as pilot counties to the “Common Sense Shared Services Pilot Program.”
This bill, which was signed into law, encourages municipalities in pilot counties to enter into shared services agreements with tenured local employees and provide for the dismissal of tenured employees who were not selected as service providers under the shared service agreements.
This bill is also in line with Gov. Phil Murphy’s advocacy for more shared services agreements among local governments as part of his administration’s move to assist in reducing the tax burden in New Jersey.
