Developer’s agreement means housing project may commence in Millstone

MILLSTONE – Officials in Millstone Township are moving forward with the planned construction of a residential project that will provide affordable housing for individuals age 62 and over.

On Feb. 19, Township Committee members approved the execution of a developer’s agreement between Millstone Township and the Affordable Housing Alliance (AHA), Neptune, for the development of the Allen House II property at 471 Stagecoach Road.

The developer’s agreement follows the Planning Board’s approval of Allen House II in late 2019. With the agreement in place, construction on Allen House II will be able to progress.

The lot where Allen House II will be constructed was purchased by Millstone Township with a $150,000 bond ordinance in 2016. The new buildings at Allen House II will be constructed near the first Allen House, 475 Stagecoach Road, which provides 10 affordable apartments for seniors.

The AHA is a nonprofit corporation that works with municipalities to assist with affordable housing compliance. AHA has previously assisted Millstone Township with other affordable housing developments, including the first Allen House.

In 2019, the Township Committee authorized the conveyance of the proposed lot for Allen House II to the AHA.

The construction of Allen House II will help Millstone meet its state mandated obligation to provide opportunities for the development of affordable housing in the community. The township representatives who attended the public hearing emphasized that providing affordable housing is required in the municipality.

Affordable housing is defined as housing that is sold or rented at below market rates to individuals and families whose income meets certain guidelines. According to township officials, Millstone’s obligation is 231 affordable housing units.

As previously reported, Allen House II will consist of two one-story buildings. There will be 10 one-bedroom apartments and the units will be age-restricted for individuals age 62 and over.

Five apartments will be designated for low-income tenants and five apartments will be designated for moderate-income tenants. The occupancy of each apartment is limited to two people.

One new building will contain three apartments and a mechanical room, according to township officials. The second new building will contain seven apartments and a laundry room. There will be 18 parking spaces at Allen House II.

The residences are near the Millstone Community Center in the Clarksburg section of the municipality.
