JACKSON – Members of the Township Council have voted to authorize a developer’s agreement with the entity that is developing the Jackson Crossing 2/Adventure Crossing project.
A developer’s agreement is an agreement between a governing body and a developer to expressly define a project’s rules, regulations, commitments and policies for a specific period of time.
Jackson Crossing 2/Adventure Crossing is being developed on Route 537 between Interstate 195 and the Six Flags Great Adventure theme park in Jackson, near the Millstone Township border.
Township Council President Andrew Kern, Councilman Alexander Sauickie, Councilman Nino Borrelli and Councilman Stephen Chisholm voted to authorize the developer’s agreement during the governing body’s Oct. 26 meeting.
The project is being developed by Cardinale and Jackson Crossing Associates 2, LLC, Jackson Owner, LLC, and Jackson Owner II, LLC. Multiple uses, including warehouses, recreational facilities and retail uses are being constructed at the site.
During the approval process, the developer agreed to construct certain improvements. The developer is required to post performance guarantees for portions of the improvements which are to be dedicated to the public, according to a resolution.
Some of the requirements listed in the developer’s agreement include:
• The developer has agreed to place all utilities underground;
• Road excavation and grading operations will be under the supervision of a licensed professional engineer so rainfall runoff will not create serious problems or erosion flooding or the deposit of mud and debris on abutting properties;
• If applicable, connections to existing sanitary sewers will be plugged at the start of construction and will not be opened until the line has passed a leakage test and has been inspected and approved by the township engineer … There will be no impervious surfaces (excluding curbs) constructed until sufficient detention facilities and drainage improvements are fully constructed and operational in accordance with the soil erosion sediment control plan;
• No construction vehicles and equipment will be permitted to park on existing township streets;
• The developer will comply with Jackson’s noise ordinance. Hours of construction, including the installation of any improvements, will be from 7 a.m. to 6 p.m., Monday through Friday, and 9 a.m. to 6 p.m. on weekends and federal holidays;
• Prior to site disturbance, the developer will be required to have a pre-construction meeting with the township engineer.
Phase I of the project (90 acres) broke ground in July 2018 and consists of fast food and sit-down restaurants, a convenience store with a gas station, two hotels, a recreation building, four outdoor sports fields and an Air Dome building with a sports bar, party rooms, an arcade and physical therapy space.
Phase II (72 acres) received Planning Board approval in March to consolidate two approved warehouse buildings totaling 745,000 square feet into one warehouse building totaling 618,000 square feet. The developer eliminated a planned recreation building totaling 450,600 square feet and replaced that building with a warehouse building totaling 384,377 square feet.
Phase III of the application was approved in July and proposed the construction of 480 apartments (48 of which will be designated as affordable housing and/or as housing for individuals who have special needs), plus a clubhouse and 61,700 square feet of commercial space. All of the proposed uses are permitted in the Route 537 zone.
