Marlboro increases fees for summer camps

MARLBORO — Several fees for programs run by the Marlboro Recreation and Swim Utility are set to rise this year.

The Township Council adopted an ordinance at its Feb. 20 meeting that put in place prices for recreational activities, volunteer discounts and relief for Marlboro Water Utility Division customers who encounter extraordinary circumstances.

Residents who wish to enroll a child in the Marlboro Swim Club day camp will pay $550 for the half-day program, up from $525 in 2013, according to the township. The price will run $700 for the full-day camp in 2014, compared to $675 per child in 2013.

The swim club activities camp and the swim club sports camp will each cost $725 per child, according to the township. Marlboro did not previously have a set charge for those programs in its municipal code.

Individuals who do not live in Marlboro will pay $600 per child for a youngster to attend the half-day day camp and $800 for the full-day session, according to the township. Those charges both increased by $25.

Non-residents will pay $825 per participant for the activities and sports camps, according to the ordinance.

Regular group swim lessons will run $75 for 10 classes, an increase of $15 from 2013, according to the township.

Recreation program fees for non-residents will be permitted to exceed the price paid by residents by 50 percent. That figure was previously capped at 30 percent, according to the township.

For activities that are free to Marlboro residents, people from other communities may pay up to 50 percent of the cost of running the program, as determined on a pro rata basis.

All volunteer firefighters and volunteer first aid squad members in Marlboro used to be entitled to a free full-time membership to the Marlboro Swim Club and a free weekend membership to the Marlboro Aquatic Center, according to township code.

Now, those volunteers must pay 10 percent of the full cost in order to offset administrative and processing fees, according to the ordinance.

Prior to the adoption of the law, any volunteer in good standing could qualify for the discount memberships. Now, recreation officials cannot issue more than 10 swim club discount memberships per season, according to the document.

The ordinance provides customers of the municipal water utility leeway in the event of a fire.

The basic quarterly service charge may now be temporarily suspended when a home is uninhabitable, until water service is reactivated or the property is sold, according to the ordinance.

The recreation and water utilities are considered independent of the municipality, even though Marlboro officials run those operations. That means that, over time, the programs are meant to become sustainable and fully supported by the users of each utility.

Finally, liquor store owners will pay $2,200 to renew their distribution license in 2014, up from $1,850 in 2013.
