Mark Sagan, a Manalapan resident, was recently selected as the chief counsel of the U.S. Army Communications-Electronics Command (CECOM), Fort Monmouth, and promoted to the Senior Executive Service (SES). SES represents the highest echelon of federal executive service.

As the chief counsel, Sagan will oversee the staff of the CECOM Legal Office here and in satellite offices at Fort Belvoir in Virginia and Fort Huachuca in Arizona. He will be the final authority on all legal matters pertaining to CECOM and its associated Program Executive Offices as well as Fort Monmouth resident and tenant organizations.

Sagan served as the acting chief counsel since November 2002. Before that, he was deputy chief counsel (1996-2002), chief of the Procurement Law Division (1988-1996), and chief of the Adversary Proceedings Division (1986-1988).

Sagan has served as the chairperson for the Army Materiel Command (AMC) Partnering Team since 1996. During his tenure he co-authored the first and second editions of the "AMC Partnering for Success Guide" and appeared in the "AMC Partnering for Success" video. He has also written articles on the subject of partnering. One article, titled "Overarching Partnering Agreements," was published in the Army RD&A magazine and another article, titled "Partnering for Success," was published in Contract Management magazine.

Sagan has been in government service at Fort Monmouth for nearly three decades and has received numerous awards and accolades over the years, including many performance and special act awards. In 2000 he was named one of CECOM’s Ten Outstanding Employees.

More recently he received the following awards: Decoration for Exceptional Civilian Service in 2002, Superior Civilian Service Award in 2001, and Commander’s Award for Civilian Service in 2000, 2002.

Sagan earned a bachelor of arts degree from New York University and a juris doctorate from New York Law School. He and his wife, Ami, have two children, Morgan and Taylor.

Professional and Business Singles Network will meet for a pre-show reception, a show, and an after-show event, May 13.
