Upper Freehold ordinance revises recreation fees

UPPER FREEHOLD — The Township Committee has adopted an ordinance that reduces fees for nonresidents who use certain recreation facilities in the municipality and provides for a slight increase in the fee a resident will pay.

No one from the public spoke about the ordinance during a public hearing on Feb. 5.

Mayor Stanley Moslowski Jr., Committeewoman LoriSue H. Mount, Committeeman Robert Faber and Committeeman Stephen Alexander voted to adopt the ordinance.

Deputy Mayor Dr. Robert Frascella was absent from the meeting.

The issue was initially brought to the attention of the committee in December.

According to Township Attorney Dennis Collins, the participant fees the township was charging residents ($10) and nonresidents ($40) were not in compliance with the state’s regulations regarding access fees.

“The current fees the township has in place are in violation of particular Green Acres funding laws and must be adjusted,” Collins said.

The existing fees had been based on the number of participants registered for a particular organization at the time of use, according to the ordinance.

The new fees adopted are $13 for resident participants and $26 for nonresident participants. The fees are also based on the same regulations as the current fees were.

The new fees will be charged to the Upper Freehold- Allentown Little League; Upper Freehold-Allentown Softball; the Upper Freehold-Allentown Soccer Association; Central Redbirds Pop Warner; Allentown-Upper Freehold Athletic Association Lacrosse; travel teams; and other organized groups that regularly schedule games and practices on the township’s recreation fields, including the Byron Johnson Recreation Area, the Mark Harbourt Soccer Fields and the Reed property.
