Mr. Higgins, of New Bern, N.C., formerly of Spotswood, died Oct. 1. Surviving are three children, Timothy M. Higgins of Asbury Park, Edward Higgins, and his wife, Natalie, of Prosper, Texas, and Lora Desrosier, and her husband, Richard, of New Bern; two siblings: Edward Higgins, and his wife, Janet, of Saddle Brook and Suzanne Rothschild of Harrington Park; two grandchildren; and one great-grandchild.
