EAST WINDSOR: Two police officers promoted

EAST WINDSOR — Two officers were promoted during the council meeting on July 21.
“The opportunity to rise in the ranks in our police department is a very special type of recognition,” said Mayor Janice Mironov. “We have an outstanding, hard working and a well educated core of police officers here in East Windsor Township.”
Mayor Mironov administered the oath of office to Lt. Jeffrey Dorrian and Sgt. Jason Hart as township officials, police and family members looked on during the ceremony.
“These are ceremonies we enjoy doing at our council meetings so that myself and the other members and the other staff can have the opportunity to be part of what is really a tremendous celebration for the police department and the community that you all serve and we all serve,” Mayor Mironov said.
She said to be able to commit oneself and to show the skills, leadership and experience capable to obtain a promotional rank is something that is very special.
“It is something that should make the individual officers proud as well as their families and the other officers with whom they serve,” she said.
These opportunities do not come up all that often, the mayor said.
“It’s tremendous to see such a nice turnout of police, family and supporters in recognition of tonight’s special achievements,” she said.
She thanked Chief Harry Marshall for his “great leadership.”
Mayor Mironov administered the oath of office to Lt. Dorrian first.
He joined the department in February 1997 and served as a police officer in the South River Police Department prior to joining the department in East Windsor.
He graduated from the Middlesex County Police Academy in May 1995. He has a bachelor’s degree and master’s degree in science from Fairleigh Dickson University.
“During the time that he has been here in East Windsor Township he served in the Uniform Services Division as patrol officer, field training officer, a secondary officer in charge and a primary officer in charge,” she said.
In November 2007, Lt. Dorrian was assigned to the Investigative Services Division where he served as a detective and in February 2009 he returned to the Uniform Services Division. In June 2010, Lt. Dorrian was promoted to the rank of sergeant. In July 2012, he was assigned to the Investigative Services Division where he has served for the past three years as the operations supervisor, she added.
“During his career here in East Windsor Township he has received several recognitions and awards for his dedicated service including an Educational Achievement Medal, a Life Saving Medal, an Honorable Service Medal, and he also has been recognized by the New Jersey Attorney General for his part in an important investigation that led to the indictment of five individuals for gun trafficking,” she said.
Through his many years in the township Lt. Dorrian has shown himself to be an officer of exemplary qualities, the mayor said.
“Somebody who is very committed to our community, to serving the department, to working well with the other officers and to rising to the occasion when it is necessary in order to accomplish important tasks and policing our community,” she said.
She said that he comes with tremendous background, tremendous experience, and that over his time in East Windsor he has honed his skills to a very high level.
“He has worked very hard to earn this promotion,” she said.
Lt. Dorrian should be very proud to have reached this high pinnacle in his policing career, she added.
“We are certainly very proud of him as is his family, I’m sure, and the other officers,” she said.
Mayor Mironov administered the oath of office Sgt. Hart next.
She said he joined the department in January 2004.
He graduated from the Ocean County Police Academy in May 2003. He previously served as a special police officer with Seaside Park Police Borough before coming to East Windsor Township, she added.
He earned his bachelor’s of science from Albright College and a master’s of education degree from the College of New Jersey.
“During his time in East Windsor, he served in the Uniform Services Division as a patrol officer, a field training officer, and a secondary officer in charge,” she said.
In April 2011, he was assigned to the Investigative Services Division where he has served as a detective for the past four years.
She said he also serves as a defensive tactics instructor, evidence technician instructor, firearms instructor, and precision rifle operator.
“During his career with East Windsor Township he has also received several recognitions and honors including a Life Saving Medal, Samaritan Officer of the Year Award, two Unit Citation Medals, Educational Achievement Medal as well as other letters and recognitions,” she said.
She said he will be assigned as a supervisor to the Uniform Services Division upon his promotion.
“Sgt. Hart upon his time here has committed himself extensively to policing work here in East Windsor and to strengthening and supporting our police department,” she said.
She said that he has been recognized on numerous occasions for going above and beyond.
“He has gained tremendous experience, developed his skills, and become someone who is very well liked as well as highly admired by people in the community as well as within the department,” she said.
She said that he is someone who has worked very hard.
“He has achieved a high degree of success in the department, demonstrated very strong capabilities and skills and has very much earned his promotion,” she said.
She said this is a very proud moment.
Chief Marshall thanked the mayor and council for having the promotional swearing in ceremonies before their meeting.
“I can tell by the large crowd here tonight that the tremendous support that exists for Lt. Dorrian and Sgt. Hart,” said Chief Marshall. “They are extremely dedicated individuals committed to their work.”
He said they are also extremely qualified and capable individuals.
“I’m confident that they will carry out their future assignments in a similar manner as they have done in the past,” he said.
He congratulated them both.
“I want to wish them both full success in their continued career,” he said. “I’m extremely proud of both of them as well as all of our officers.” 
